David Cameron, the conservative leader, is raising the issue of "English vote for English" again, and is going to endorse a proposal of establishing a "grand committee" in the parliament for English affair only and incorporate it as a tory policy.
The move is widely regarded as a response to the increasing resentment among English voters on the perceived unfairness of the allocation of public fund.
While at the same time, on the north of the border, the SNP ( scottish national party) is gaining popularity by handing out benefits such as the scrapping of student loan repayment, free school lunch, etc . some are purely populism, some are widely welcomed by the scottish people.
