11月16日，袁宏伟将再次进入英国伦敦的法庭，英国法院将就美国司法部试图引渡
这位中国公民的案件举行听证。两个月前，这位来自中国湖南的商人，在前往伦敦，
同其来自美国的“老对手”进行谈判时，被英国警方拘捕，拘捕的依据是来自美国的
临时逮捕令。

英国政府从11月1日开始对部分外国研究生实施一项新的安全审查计划，当局表示，
新计划的目的是要防止敏感学科知识外泄，被其他国家的恐怖分子恶意利用，用作
发展大规模杀伤性武器等恶意企图。

【英华新闻】英国内务部边境与移民局公布，将从明年开始逐步实施移民记分制，
首先实施的是 T1 签证(Tier 1)。当局同时公布，在记分制下，将要求申请人提供
英语能力水平证据。对 T1 和 T2 证的英语要求分别是：
T1 签证 (Tier 1)：CEFR C1
T2 签证 (Tier 2)：CEFR B2
