Strictly speaking, yes, zb9ab is right, web design is totally different from web developing/programming. web design is a job for artist, but web programming is a job for Programmer.

Nowadays, we have many free content management systems (CMS), such as Joomla, Drupal, Wordpress, etc, you needn't do programming at all if you just setup t a normal company website. I can say, setup a company's website is but several clicks, job has been done in no more than five minutes!

I am not advertising my own website here, but as demo, I give you several websites I just spent less than 10 minutes each:

http://cn.dayabook.com, I use Supesite/X-space Chinese CMS;
http://dalriada.summerhost.info, I use Wordpress;
http://bbc.22web.net, I use Joomla CMS;
http://en.dayabook.com, I use MKPortal/PHPBB;

But those sites are almost empty, one of them has nothing at all except for example data even without changing its logo. Because I found very difficult to design a website logo. I know nothing about designing!

All in all, web design and web developing/programming are two concept which sometime couldn't be mixed up!
