In a market-oriented economic system, there will naturally be minor groups that are in disadvantageous economic positions. It will not be practical to depend on government policies and social security to help those minor groups to improve their living standards. The most fundamental and effective way of aid is to provide widely available technical and professional training through different methods (especially through work-study education). Through work training, they can be self-supporting, and therefore have independent personalities and self-development goals. Accordingly, the modern work-study based schools will be able to help teenagers who cannot receive formal education. It will serve as a fundamental project for the development of Western China, transferring surplus labor to other industries in rural areas by increasing agricultural development. Therefore, it will also be an effective method to improve our nation’s morality, self-dependency and enhance our hard-working tradition. In order to practically support the government policy in developing the western region, it is needed to provide a foundation for the general rural area work-training education. To do this, we seriously recommend the construction of the “Chinese work-study education foundation”. The constitution as follows: 1. Fundamental goal: To support those teenagers that are not able receive formal education. It is expected that the work-study program will be able to drastically improve their working ability. This way, they can become professional technicians, able to fulfill their development and help our society. 2. Foundation resources: The founders will provide initial foundation. Income from later times will by provided by donors in and out of the country, and will also come from foundation related business. 3. The work tasks: a. The foundation will first investigate under-developed regions, and choose an initial region to set up the work-study based schools. The operation mechanism for those schools will be based on “work to study, work to support study”. Therefore, the schools should gradually become “self-supported, self-developed”. Through this method, the investment will be recycled to build new schools in new region. b. The school must integrate with local business, serve local economic development, and establish laboratories and basements for technology illustration and extension. Therefore, the school will form a mechanism, which integrates teaching, production, and research. c. The graduates from the program will be encouraged to develop new schools by themselves. The qualified schools will be supported with long-term loan and initial foundation. 4. The organization of the foundation: a. A council, which will be named as “The Work-Study Education Foundation Council” will be established. The founders of the foundation will be automatically selected as administrative directors. All donors could be qualified as directors. The first ten donors with the highest contributions will be on the waiting list as formal administrative directors. The council will be the head of the foundation. A chairman will be selected through open election. The daily work will be presided over by the administration committee. b. All donations belong to the foundation. All the directors have the right to analyze, to monitor, and to decide the use of the donations. c. The chairman and the committee in the session (5 years) are responsible for the values of foundation related businesses. The donations cannot be used for other goals. The foundation must be used to aid the development of work-study schools continuously and effectively. d. All committee members are volunteers. The members are not allowed to make profit for their own benefit in any excuse. The operation cost is based on the available interest of the foundation. Other issues will be considered in different conditions. You mean vocational schools?
When I left school at 16 I went for vocational training in a factory.
The training lasted 2 years. During the week we had 3 days school and 2 days work. Later more work than school and the last half year I worked in the work unit where I was assigned after the training.
That was in the 80s in Germany.
Germany has a long experience with the "Dual System". The GTZ will be happy to help China to build up such system if needed.
