我的签证要到明年9月才续签，可以贷款吗？

Should be ok for some lenders but not all. The problem is not this unmarried partner thing but the length of your current visa period. You should be able to buy with a complete stranger as long as you both have agreed for the ownership of the property between you. Your visa is the key problem here and if possible I'd suggest staying put until you get your permanent residency, which may also be a sensible thing to do given current market condition.
