第一个问题:Market Value是正好跟Offer一样吗? 还是会有所不同? 我的是正好一样。
Urgent matters有2个:
1。 Specialist timber report and replacement of bathroom floor. 原因是虽然没有发现明显的害虫侵害,考虑到房龄(1920s),有可能存在问题,建议寻求专家报告。 Bothroom是因为使用了chipboard,潮湿环境下会weak, it is therefore likely that the floor will need to be replaced.
2. Specialist Damp Report
原话是 random testing only revealed rising damp right of the rear entrance door. Nevertheless, it should be noted that damp may be present elsewhere. It would therefore be advisable for a specialist report to be obtained.
further investigation有2个
1。Electrical report. 一些走线显然没有获得证书。建议由有资质的人测试检修。
2。Central heating system. Boiler 比较新,the remainder of the system is now of some age and requires a comprehensive overhaul. 建议由由有资质的人测试检修。
大家觉得这些问题大吗? 都是用的可能的语气。 降价的话能降多少下来?

Re valuation price, surveyors will normally give same figure as your offer price as the report is mainly to satisfy lenders and there is no point putting a higher figure which invites questions in the future. As long as the valuation price in the report is not lower it should be fine.
As for the 2 urgent matters, I don't want to scare you off but they do sound a bit serious. I'm sure whap01 would explain a bit more for you but I'd be slightly worried if I were to receive this report and your lender MAY ask for a specialised report for the matters.

1。Chipboard的确不是用于潮湿环境,能换就干脆也考虑换个自己喜欢的Floor Finishes。你可以将报告复印一份可能可以讲些价,可是对方可能会说他们都住了那么就,也没啥问题,这只是你们个人的意见,并不耽误日常生活。如果有明显的潮湿膨胀,潮湿水印我觉得对你较有力。
2。这几天都下雨,Damp Detector监测到Damp may be elsewhere,而且还主要在Rear Entrance door,越接近门口当然越潮湿。他没提到DPC & DPM,所以很难说潮湿的原因。20年代的房子已经有这技术了,而且如果是砖墙建筑应该以做好防潮,可能只是雨天关系。这还得看看墙角有没霉点之类的。
Further Investigation:
1。Building Reg说某些电路必须有证书,这点我肯定你可以让他们掏钱找人Certify,我建议由律师出面。
2。他说的应该是Pipework,这很难,房东不会很愿意搞得,你可以以后找人Upgrade,不便宜。每个人对温度的适应度不一样,房东可能会回你一句Centre Heating工作良好。

这报告看上去的确不能让人心定,不过也不会很严重,主要也是Maintenance问题,只有那潮湿的我比较介意,介意的是那房到底有没DPM & DPC,不可能一句都没提的啊?

另外,还有一段没有看明白:
The rear ground floor fireplace has been removed but it was not possible to establish whether there is adequate support for the chimney breast above, which should be checked accordingly. As with the ground floor chimney breast, testing of the first floor chimney breast in the front bedroom did not reveal any significant damp readings and is suitabley vented.
Action - Verify adequate support for remaing first floor chimney breast.
这到底啥意思呀,一会儿前卧室,一会儿后卧室。跟阅读理解有一拼了。 我不用壁炉还有问题吗?

对不起,用了些术语。
DPC和DPM基本上是同样的东西,只是安装位置不同。DPM (Damp Proof Membrane)主要是装在地板下的,也就是说在安装任何Super Structure前必须铺上DPM,让房子与土地是彻底隔离的。 DPC (Damp Proof Course)主要是安装在墙,房子外墙由地上算起第二个砖上一般有条‘线’,或100-150mm上有条‘线’,它必须与DPM相互连接100mm以达到房子彻底是坐落在这片防潮材料上;所有的Opening(窗口,门)都有可能需要装上隔离。
至于Chimney Breast,这后房之前有个Chimney已被拆了(有没注意到后房的整面墙是平的?)楼上的那面Chimney Breast还在(就是Chimney突出的一面墙),而且还可能是通风的报告里提到。问题就在于楼下的拆了可能没有Support(粱之类的)来支撑楼上的一直到屋顶。这在Building Reg和Planning Permission里是不合法的。也可以说较麻烦,需要有Council的Permission Certificate来证明。Action:向律师提出你的Concern,让律师去搞。我不建议杀价,反而要他们掏钱找Structure Engineer和让Council Certify。如果你选择杀价就会有个风险,因为你把所有的Unforeseen 责任和风险都扛上了。
记得所有法律事务都交给律师去搞,你是律师的老板,律师是要你钱吃饭的。

今天正好遇到了卖主搬东西,我把survey report拿给他看,他很不屑很气愤的说 it is crazy, it is rubbish. 还问我是不是不想买了,搞得气氛很不好。不过有几点他还是承认:卫生间地板,电线需要证书,房顶少了一块瓦,壁炉缺少支撑。
看来卖主也很惊诧的,有点反应过激了。这个房子是他四年前买给儿子上大学的,他说他当时没有做任何survey。买来以后也没有做任何大的改动。这房子看着还是可以的,没想到一下查出这么多问题。问题是卖主没有住在本地,让他来弄那些证书什么的估计会拖很久,而且他也不愿意这么麻烦。我倒是不想放弃这个房子,因为离大学近,价钱也还便宜。我想让他再便宜几千镑,不知道行不行,反正我买来还要自己装修,到时候一块儿弄了。不知道这样好不好?能少个几千呢?
Should be ok to re-negotiate price down a bit and a few thousands is not big money compared to the whole purchase price. But I think the priority now is to make sure your lender is satisfied with the survey report, otherwise you may not get a mortgage not to mention the purchase. I'd do the negotiating after either the lender confirms the mortgage is still ok, or a specialist report has been prepared upon request by the lender, and I'd feel confident that A ) I'm a serious buyer as mortgage is approved and B ) problems are obvious if the lender asks for a specialist report.
I'm no expert on structural engineering but you should stand good chance to get a discount in my view. Let your solicitor deal with the seller and his solicitor and I don't see any point the seller being so bullish.

You are certainly in a position to negotiate the price down following this report. This is very much a buyer's market and the seller will not want to risk losing you and then having another buyer find the same problems - assuming they can find another buyer. I agree with the last reply - get your mortgage confirmed first as a buyer with finance organised is like 'gold dust' at the moment. You might find that your mortgage lender will put conditions on the mortgage following this or further detailed reports, such that you must rectify the more serious problems within a period of time, so getting the finance for that by reducing the price could be important.

我觉得你不应该直接与卖主沟通太多,整个过程中牵涉的人很多,你不是错了,是有点过了界。
你应该与你的律师沟通让他出面解决,你在论坛里的心理想法差点在卖主面前露了底牌,这点对你不利。
买房不是一天两天的事,别太急,对你没好处。我不赞成你的想法就是‘反正我买来还要自己装修,到时候一块儿弄了’。装修前装修后是两件事,装修前看不到的问题可能在装修时会暴露出来,装修前的预算可能会和装修时的预算有很大的差距。你这样想就等于把所有的问题扛起来了,我是卖主多希望遇到你这样的买主。
如果只是家私油漆颜色等等我同意你有这种想法,可是现在是牵涉到结构问题,还是得由他们来解决。让你的律师处理,别只想着能降多少钱,钱不是问题,问题是问题有多大?

有时候律师也会收到一份Report,不过很多人的情况并不一致。所以你要必要时和律师沟通,你可以问你的律师有没收到,如果没就赶紧拷一份给他们,然后直接Raise your concern to your solicitor as well as obtain their advice。之后你可以为了加快脚步将律师的意见并Attach relevant report to agent,要让他们知道一切事务已经是以法律行程办理。反正就是等。

壁炉缺少支撑。这个问题很严重阿,最好让卖主找个结构师认证一下,我当初也看中一个房子,也是把烟囱端掉了,后来问了whap01,他搞这行的,很精通,跟我说了一些这个方面的知识,后来我让律师找中介问那个卖主要认证,人家不给,还很生气地把房子从市场上撤了,害得我当时浪费一个survey报告钱,好几百镑呢。我当时那个心痛阿。
结果那个房主把广告换了个中介发布,现在都1年整了,还没有卖出去呢。房价还在跌跌跌,他估计现在也后悔,当初要是给我办好了认证,我100%是要定了他的房子。不过事事都不好说,说不定那个房子就是有结构方面的问题,难脱手。
搂主,最好不要以价钱为唯一目标,就算谈低了几千块,如果没有认证,难保以后好卖房子,因为结构问题导致的维修,不是几千镑能搞定了,说不定1-2万镑
