什么条件的才会有奖学金呢？

I think different criterias are applied in different departments, so it's really hard to tell. Anyway, I knew somebody did get the scholarship last year. I think to be qualified for the application, at least you should show out a very good English test score, and to convince them you have a strong academic backgroud. Hope this helps, good luck!
