去买房子呗, 尽管BoE要抑止房价的快速上涨, 不过要得到10%的年回报应该是没什么问题, 就看你有没这个资本去投资了!!

If you have more than £10,000, you could talk to a business adviser in Barclay Bank. It seems they could almost guarantee you that you get over 14% annuel return. Good luck...Kevin

Two errors in your question.
Safe Financial Investment
There are certain degrees of risk associate with all sorts of investment. Therefore, it cannot be safe. It can be less risky, however, in comparision with other investments.
Where can I achieve 10% interest return annually?
The return of an investment is not to be called interest, call it 'the yield' would be better.
I personally think if you get a FTSE tracker ISA now, you could easily get a 10% return for next few years, tax free as well.

Too good to be true!
Tell us the downsides. Draft a contract, guarantee the returns and accept unlimited liabilities?

If is there anything can have such return, I will have a loan from bank!!!
hehe
The higher the risk, the better the return, but the less the chance you will get the return.
The lower the risk, the less the return, but the higher the chance you will get it.

hehe... tell you a cheap way of getting a high return...
buy discount treasury or municipal bonds non-callable yield to maturity of 30 years... hihi.. then you'll definetely make more than you invest in... plus.. can cope with the volatility of the interst rate...
ps. or, if you want the investment to come back faster.. then buy the premium t-bonds callable in a couple years..

as for risk.. everything has a risk... well.. i'm pretty pessimistic... i don't believe in safe investment... i just believe in better and worse investment.
just the past weekend, the interest rate jumped from 4.5% to 5%... sigh... if i have money.. i'd lock in a morgage loan with the current int. right now.. to buy myself a big house.. bet you, in a couple years.. the int. rate is going to be much much higher. so perhaps by then, can seriously make some profit from the real estate alone..
don't know.. just some random thoughts...
