The reference plays a crucial role in your application pack. If you are doing Art & Design, it will be fine since usually you will be asked to have an interview. But, if you are doing like business or sciences, the administrator won't have other chances to get to know you personally but the reference from your previous tutors.

You should ask a tutor to do that who know you not only as a student but also as a friend.
